Chad Austin 84c5fe913d be explicit that we don't plan to use ATOMIC_O_TRUNC 
Summary:
FUSE_NO_OPEN_SUPPORT is better than ATOMIC_O_TRUNC for Eden's use
case. Remove the code that pretended we might support ATOMIC_O_TRUNC
again someday.

(Note: this ignores all push blocking failures!)
