Summary: A future patch will need the ability to convert a linknode to a linkrev and vice versa without having access to the changelog (when converting a flat manifest into a treemanifest we need to get the linknode from the flat manifest, and all we're given is a linkrev). Let's stick the changelog on the manifestlog. Since they are generally created together and have the same lifetime, this seems safe.
