Durham Goode a50d0da7fe py3: fix blame tests
Summary:
Blame can use a templater which doesn't support bytes. Let's just force
all blame output to be unicode, since it doesn't make a ton of sense to blame
binary files anyway.

Also fix test-annotate.py
