Xavier Deguillard 97a6bc8e6a remotefilelog: run python repack even if the pack directory doesn't exist 
Summary:
When rust repack is default, and the packs directory doesn't exist, we wouldn't
try to run the loosefile repack, even if we had some. Let's move the packs
directory check a bit later to allow the loosefile repack to run.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
