Henrik Stuart 97f9be9c1f windows: fix use of undefined exception (issue1707) 
This fixes the implied reliance on pywin32 and the win32 module. This
also fixes a regression in fe7c89838a64 that made Mercurial unusable
without pywin32.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
