A Scalable, User-Friendly Source Control System.

Summary: Recently there are a trend of questions about repo being locked. People usually don't have enough debugging skills to find out what's going on. So let's add a debug command to help them. The implementation uses `osqueryi`, which perfectly solves the cross-platform process handling headache. Note the well-known `psutil` Python library does not seem to provide parent process information on Windows. The `_rapply` function was backported from upstream mercurial.
