Durham Goode a40331be8d configs: unify system+user config loading into pure rust layer ... Summary: We had two spots that loaded system and user configs, one in the pyconfigparser layer, and one in the pure rust config layer. In an upcoming diff I'd like to move dynamicconfig loading down into the pure rust layer, so let's unify these.
