Summary: Per Durham's [comment](https://our.intern.facebook.com/intern/diff/D13055688/?dest_number=63755711&transaction_id=282439265810677) on my previous diff, move `pymononokeapi` to `mercurial/rust` from `hgext/extlib`, since it should not be an extension.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
