Jun Wu b4316da4c4 edenapi: move User-Agent to builder
Summary:
This ensures the User-Agent is always set. It also makes the `header` less
unnecessary.

Basic install::

 $ make            # see install targets

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
