Durham Goode b470a6a2f1 changegroup: replace getlocalchangegroupraw with makestream 
As part of reducing the number of changegroup creation apis, let's replace calls
to getlocalchangegroupraw with calls to makestream. Aside from one case of
checking if there are no outgoing commits and returning None, this is pretty
much a drop in replacement.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
