Pierre-Yves David bb4442ac82 statichttp: respect localrepo _restrictcapabilities
The static http repository was doing his own filtering of capability ignoring
the filtering done in the local repo main class. This led to static http using
the current draft of bundle2. We now apply both.

Mercurial

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
