FUJIWARA Katsunori bcb1d86a49 tests: introduce "checkeditform-n-cat.sh" script to invoke "cat" in it safely
Before this patch, a part of "test-transplant.t" fails unexpectedly on
Windows environment, because semicolon (";") in HGEDITOR isn't
recognized as the command separator by "cmd.exe".

This patch newly introduces "checkeditform-n-cat.sh" script to invoke
"cat" in it safely anywhere.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
