Katie Mancini c28b6f0417 enable cli to parse active prefetch profiles ... Summary: Assuming the format for active prefetch profiles as discussed here: https://fb.quip.com/v8yFAzeGx8TU This allows the cli to read in and write out active profiles, allowing the cli to manipulate them in the following changes. This will allow tools to activate profiles useful for that workflow. Additionally, it will allow us (and maybe users) to see/remove a users active profiles easily when investigating issues.
