Jun Wu cb68b3c6a0 commitcloud: remove pullcreatemarkers feature ... Summary: The feature is off in production. It calls the "scan changelog" code path in pullcreatemarkers.py, which is also unused in production. This allows us to remove a test that no longer passes with the mutation config. Remove it.
