Summary: Follow up of the previous change by actually using the flat segments to build segments. This significantly improved the perf. `cargo bench --bench dag_ops` shows: building segments (old) 774.109 ms building segments (new) 143.879 ms Besides, a `O(N^2)` update to `head_ids` is changed.
