Xavier Deguillard e106c73ddf revisionstore: do not create an empty datapack/historypack ... Summary: Zeyi realized that empty packfiles were problematic for the cdatapack code. While its code should be fixed, having empty packfiles lying around is unecessary anyway, so let's not write them.
