Martin Geisler e2222d3c43 replace set-like dictionaries with real sets 
Many of the dictionaries created by dict.fromkeys were emulating sets.
These can now be replaced with real sets.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
