Summary: Update the integration tests to attempt to find the Mercurial config files from the source directory even in CMake-based builds. This directory will be available when doing an internal build from fbsource via getdeps.py If this directory isn't present (e.g., on a build from the github repository) we will still fall back to using the Mercurial configuration files installed on the system. In that case I did update the code to use the correct system configuration path on Windows.
