Jun Wu 5344951764 tests: turn on mutation, disable obsstore for tests
Summary:
Incompatible tests are blacklisted.

The affects non-tests environment: `proxy-obsstore` is turned on.
That is in theory not very different from having an empty obsstore.
If it becomes an issue we can easily turn it off.
