Summary: Previously we assumed there was always a repository. In an upcoming diff we'll support configuring Mercurial without any repository. To support that let's add a representation of NoRepo to the dynamicconfig structure and update all uses to use that. Nothing will currently create a NoRepo, but that will come in a later diff.
