Gregory Szorc fc4c9d6ad7 tests: removed ReportedTest exception
The only call site called addFailure before raising, which is
exactly what the failure exception handler does. So this
complexity is not needed.

We have test coverage of this "server failed to start" scenario
and nothing appeared to change.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
