A Scalable, User-Friendly Source Control System.

Summary: Previously we added the mutable packs to the union stores directly when the mutable packs were first created. This meant we didn't have fine grained control over what order the mutable pack was in the store. Since we want the mutable packs to be before the remote store and before the upcoming ondemand store, we need to insert it into the list at store initialization time. We can't insert the mutable packs themselves, since they are opened and closed all the time, but we can insert a proxy class that knows how to find the current mutable pack on the manifestlog.
