By disabling `trustedcoin.tor.proxy` and enabling `clightning.tor.proxy`,
`trustedcoin` can be used without Tor proxying, while clighting still
uses Tor for lightning layer connections.
Previously, disabling Tor for `trustedcoin` required to also disable
Tor for clightning.
Also fix the workaround in the docs for the trustedcoin Tor connection issues:
The previous config snippet only affected systemd hardening settings,
but didn't disable Tor for trustedcoin.
This decouples modules `clightning` and `trustedcoin`.
`clightning` no longer depends on `trustedcoin`, which restores
the acyclic dependency graph described in `modules.nix`
Add the currencyrate plugin. This is used by other plugins to fetch
currency rates. This can be used for setting fiat amounts in bolt12
invoices.

Split `enforceTor` into `tor.proxy` and `tor.enforce`.
By enabling `tor.proxy` without `tor.enforce`, a service can accept
incoming clearnet connections.
E.g., this allows setting up a Tor-proxied bitcoind node that accepts
RPC connections from LAN.
This greatly improves readability and makes it easier to discover options.

Due to a possible NixOS bug, this commit has no effect on NixOS 20.09
where `RestrictAddressFamilies` is a no-op.
It's only relevant for NixOS unstable with cgroups v2.
bitcoind+zmq: instead of allowing all address families, only add the required
AF_NETLINK family.
lnd: lnd only runs a zmq client, not a server, therefore it requires
no additional address families.
lightning-pool, clightning-plugin-zmq: add AF_NETLINK.
