Pull gen out of the root stack.yaml
Gen is running on lts-8 rather than lts-11. It works perfectly well to
cd into the `gen` directory and run gen tasks, so I can't see a reason
why the broader project needs it. If we wanted to bring gen in line
with the rest of the project, we should probably drop its stack
configuration from `gen`, but we'll also have our work cut out for us
because there are tons of breaking changes with haskell-src-exts when
upgrading LTS.
