Bump nix-tools to PR input-output-hk/nix-tools#98 branch (#1184)

Adds a fix for this error when regenerating files with `stack-to-nix`: ``` stack-to-nix: .stack-to-nix.cache: openFile: resource busy (file is locked) ```
