server/tests-py: Load the Python environment in a .envrc file. This makes it easier to run the tests when `cd`-ing into the directory, and also takes care of cleaning up the environment when you exit the directory. It also helps editors with direnv support find the relevant libraries so that they can perform more helpful analysis.
