build: use shared root cabal.project for ci-build targets This change was prompted by how `make ci-build` in `./server` clobbered my `cabal.project.local`. Addressing that more directly proved awkward, thus this change, which makes both `ci-build` targets use a shared `/cabal.project.ci.*` (via `--with-project-file`).
