nixos/brltty: use upstream units
Upstream has been providing a very thoroughly designed set of systemd units,
udev and polkit rules. With these the brltty daemon is activated
asynchronously via udev, runs as a dedicated user with runtime and state
directories set up using systemd-tmpfiles.

This is much better than the current unit, which runs a single instance
as root and pulls in systemd-udev-settle to wait for the hardware.

nixos/tcsd: several improvements and fixes
- Actually run tcsd as tss/tss
- Install a udev rule to set /dev/tpm* permissions
- Remove systemd-udev-settle dependency, use dev-tpm0.device instead
- Use systemd-tmpfiles to set up the state directory
- Add documentation URI to tcsd.service

This module cannot be easily tested with a NixOS test due to the TPM
dependency. Technically, one could be emulated using swtpm[1], but this
is not packaged in Nixpkgs. If you computer has a real TPM you can do a
passthrough in Qemu, but this requires running the VM as root and of
course it's not determinstic:

    $ nix build -f nixos vm --arg configuration '
      {
        virtualisation.qemu.options = [
          "-tpmdev passthrough,id=tpm0,path=/dev/tpm0,cancel-path=/sys/class/tpm/tpm0/cancel"
          "-device tpm-tis,tpmdev=tpm0"
        ];
        users.users.root.hashedPassword = "";
        services.tcsd.enable = true;
      }'

After starting the VM, log in as root, you can check the service has
started with `systemctl status tcsd`.

nixos/thinkfan: rewrite for 1.2 update
Thinkfan underwent some major changes and the config file
is now based on YAML. This commit contains a number of changes:

- rewrite the module to output the new format;
- add a `settings` option, following RFC 0042[1];
- add fancy type-checking for the most critical options
- use upstream systemd units (which fix the resume issue)

3a5ba30c13 fwupd: 1.4.6 → 1.5.1
* https://github.com/fwupd/fwupd/releases/tag/1.5.0
* https://github.com/fwupd/fwupd/releases/tag/1.5.1

* The changelog mentions removed dependency on efivar but we still need the package because it also contains efiboot required dependency. https://github.com/fwupd/fwupd/pull/2485
* Blacklist options were renamed.
* Test firmware was moved to a separate repo. We need to install it or some tests will be skipped. https://github.com/fwupd/fwupd/pull/2330
* Initially, there was an option to configure dbx but in the end, it was removed in favour of bespoke dbxtool. https://github.com/fwupd/fwupd/pull/2061, https://github.com/fwupd/fwupd/pull/2318, https://github.com/fwupd/fwupd/pull/2329
* Fwupd now checks hashes of plug-ins and will complain loudly that it is tainted when “invalid” plug-in is loaded (during testing).
* Installed tests complain about not being able to access cdn, even though we are not setting CI_NETWORK env var. We need a patch to fix that.

b37bbca521 nixos/modules: fix systemd start rate-limits
These were broken since 2016:
f0367da7d1
since StartLimitIntervalSec got moved into [Unit] from [Service].
StartLimitBurst has also been moved accordingly, so let's fix that one
too.

NixOS systems have been producing logs such as:
/nix/store/wf98r55aszi1bkmln1lvdbp7znsfr70i-unit-caddy.service/caddy.service:31:
Unknown key name 'StartLimitIntervalSec' in section 'Service', ignoring.

I have also removed some unnecessary duplication in units disabling
rate limiting since setting either interval or burst to zero disables it
(ad16158c10/src/basic/ratelimit.c (L16))

nixos/fwupd: disable test plugins implicitly
invalid test was introduced in 297d1598ef
and it is disabled in the shipped daemon.conf.

I forgot to reflect that in the module, which caused the daemon to print the following on start-up:

    FuEngine invalid has incorrect built version invalid

and the command to warn:

    WARNING: The daemon has loaded 3rd party code and is no longer supported by the upstream developers!

To reduce the change of this happening in the future, I moved the list of default disabled plug-ins to the package expression.

I also set the value of the NixOS module option in the config section of the module instead of the default value used previously,
which will allow users to not care about these plug-ins.

Aligned systemd service config with the definition in the upstream repo:

Other than adding some level of sandboxing it also fixes the "Daemon
couldn't be bound to the file-based socket." warning reported on
irqbalance startup due to the fact that the "/run/irqbalance" directory
didn't exist. The "RuntimeDirectory" property makes sure it gets
created. The aforementioned warning didn't cause any problems I could
spot though.

I have verified that both `irqbalance` as well as `irqbalance-ui` work
fine with this new systemd service config.

f83a83f964 upower: load config from /etc
In the process of making UPower.conf customizable (#73968), it came up
that UPower doesn't load its config from /etc by default.

The UPower derivation is modified to make it load its config from /etc
at runtime, but still install the default config to its nix store path
as before.

The UPower module is modified to put the config in /etc.

5a78ce30d4 Fancontrol: add test etc from #70933 (#72065)
* lm_sensors: add fancontrol module + nixos test

fancontrol is a small script that checks temperature sensors and adapts
fan speeds accordingly. It reads a text config file that can be
auto-generated by running the pwmconfig wizard on the live system.
