4a7f99d55d treewide: with stdenv.lib; in meta -> with lib;
Part of: https://github.com/NixOS/nixpkgs/issues/108938

meta = with stdenv.lib;

is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.

This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.

The script in its current form is available at

Fails to build with recent versions of botan2. The issue has been
reported upstream at https://github.com/das-labor/neopg/issues/98.

neopg: fix build
It was using libusb-compat instead of libusb1, and the former no longer propagates the latter.

Also move cmake and gettext to nativeBuildInputs.

3cd8ce3bce treewide: Fix unsafe concatenation of $LD_LIBRARY_PATH
Naive concatenation of $LD_LIBRARY_PATH can result in an empty
colon-delimited segment; this tells glibc to load libraries from the
current directory, which is definitely wrong, and may be a security
vulnerability if the current directory is untrusted. (See #67234, for
example.) Fix this throughout the tree.

Revert "neopg: 0.0.4 -> 0.0.5"
This broke the build, as the bump introduced test failures. Revert to a
working version.

This reverts commit 031737126c.
