Semi-automatic update. These checks were done:
- built on NixOS
- Warning: no binary found that responded to help or version flags. (This warning appears even if the package isn't expected to have binaries.)
- found 1.9.12 with grep in /nix/store/5rrcmy0g4sj5q2yhxxyczgddnjhgjfxm-bwidget-1.9.12
- found 1.9.12 in filename of file in /nix/store/5rrcmy0g4sj5q2yhxxyczgddnjhgjfxm-bwidget-1.9.12
* pkgs: refactor needless quoting of homepage meta attribute
A lot of packages are needlessly quoting the homepage meta attribute
(about 1400, 22%), this commit refactors all of those instances.
* pkgs: Fixing some links that were wrongfully unquoted in the previous

There are many more packages to fix, this is just a start.
Rules:
* Don't repeat the package name (not always that easy...)
* Start with capital letter
* Don't end with full stop
* Don't start with "The ..." or "A ..."
I've also added descriptions to some packages and rewritten others.
This is what I forgot in the packages I have added a few months ago, so it's
time to revisit them and improve things, like for example set the right
libPrefix in order to stay consistent with other TCL libraries.
In addition this fixes some whitespace ugliness in the affected packages.
