meta = with stdenv.lib;
is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.
This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.

cargo-asm: 0.1.17 -> 2019-12-24

cargo-asm hasn't seen any new releases since 2018 (and even then
it was spotty). But there have been improvements since then, so
switch to dated releases that use a working git commit.

treewide: change fetchCargoTarball default to opt-out
...
Changes the default fetcher in the Rust Platform to be the newer
`fetchCargoTarball`, and changes every application using the current default to
instead opt out.
This commit does not change any hashes or cause any rebuilds. Once integrated,
we will start deleting the opt-outs and recomputing hashes.
See #79975 for details.
