Uses the logic existing in azimuth-tracker to implement a new eth-watcher, which can look at Ethereum nodes for _any_ events, as opposed to exclusively a subset of the Azimuth contract's events. Fang	9b079f6c83	claz: %single %send-point to correct contract ... 09cb5f2 added a %send-point call, which is meant to target the delegated sending contract. For %invites batches, this was the case.
