Run urbit tests on the debug build, with GC enabled. ( #1252 )

* Run tests with `urbit-debug` and enable GC while running tests.
* Build `urbit-debug` with `-O0`.

- Moves the OSX SDK out of our nixcrpkgs fork.
- Vendor nixcrpkgs instead of having it be a submodule.
