Elliot Glaysher ddf0334b15 Switch Gall to use the Turbo vane.
This fixes Gall and userland apps so that they boot. It then disables
%hall and %talk, which will only boot with the +fond jet disabled.
(Otherwise, we get a bail from the jet.)
