Run the Clay fixtures self-test's fake ship with this Python

The fake tools/ship it writes started with #!/usr/bin/env python3, and tools/clay-fixtures runs it directly, so the self-test failed wherever there is no /usr/bin/env, as in a Nix build's sandbox. Write the running interpreter's path into the shebang instead. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Claude-Session: https://claude.ai/code/session_01U4FzmTL265QGvDaa6pxF4f
