chore: roll stable-test-runner to 1.28.1 (#19310) 
This required `allowJs: false` in our `tsconfig.json` due to the
following error:

README.md

This directory holds a stable test runner:

  • It is possible to test broken test runner with a stable working one.
  • Dependencies between ToT and stable test runner do not clash.
