enhance release note PR template (#618)
in this PR i propose
- to add a note about the use of a "breaking change" banner when
detailing a breaking change in it's own section
👉 see the [*Pythonesque operators removal* section of
0.85](https://www.nushell.sh/blog/2023-09-19-nushell_0_85_0.html#pythonesque-operators-removal)
- because we have had these sections for a few releases now, add "hall
of fame" and "changed to commands" sections

Nushell Scripts

This is a place to share Nushell scripts with each other. If you'd like to share your scripts, fork this repository, and create a PR that adds it to the repo.

Sections

Running Scripts

You can run nushell scripts in a few different ways.

  1. You can type nu <script name>.
  2. From with nushell, you can type source <script name> and if the script is just a bunch of commands it will run the script. If the script is a custom command it will load those custom commands into your current scope so you can run them like any other command.
