Fix busy polling when animation is disabled (#188)
Addresses https://github.com/nushell/engine-q/issues/386

Breaks the API for variable refresh times, standardizes on one second
and simply optionally disables the automatic repaint.

Introduction

Reedline is a project to create a readline-style crate for Rust that supports many of the modern conveniences of CLIs, including syntax highlighting, completions, multiline support, Unicode support, and more.
