Hack around terrible thing in nixpkgs

1. nixpkgs assuems that any dep which is a single file is a setup hook that should be EVALUATED. Wat. 2. haskell .env derivations produce a single file which fails to run as a script. 3. Our "pinBuildInputs" which uses regular dependencies fails when we add haskell shells as a build input.
