* Make FixBrokenGoals migration idempotent
The migration in question was renamed in order to fix order of executing migrations when run
from the ground up (via https://github.com/plausible/analytics/pull/3378).
As a side effect, it's executed again on databases that had it applied earlier, with
a different timestamp prefix.
As this migration is safe to run multiple times, it was modified to make forward
migration work gracefully when constraint already exists.
* Add `pending-migrations.sh` release script
There were various mistakes in the shell scripts, such as lack of
quoting; they would break them immediately e.g. if `BIN_DIR` contained a space.
Pointed out by `shellcheck`.
This means the migrations can always be run on startup, meaning the database won't get out of sync with the running application. It also means users who don't set the credential variables in their compose files don't keep creating admin users every time the application starts.

Admin user has been added in the "migration" phase. A default user is automatically created in the process. One can provide the related env variables, else a new one will be automatically created for you.
