HTML language support in Pulsar

Adds syntax highlighting and snippets to HTML files in Pulsar.

Originally converted from the HTML TextMate bundle.

Contributions are greatly appreciated. Please fork this repository and open a pull request to add snippets, make grammar tweaks, etc.
