Perl language support in Pulsar

Adds syntax highlighting and snippets to Perl files in Pulsar.

Originally converted from the Perl TextMate bundle.

Contributions are greatly appreciated. Please fork this repository and open a pull request to add snippets, make grammar tweaks, etc.
