fix(es/transforms): Fix bugs (#1769)

swc_ecma_transforms_optimization:
 - `dce`: Mark references from decorator as usage. (denoland/deno#10789)

swc_ecma_transforms_proposal:
 - Allow using `super` in decorated class methods. (#846)
