feat(es/parser): Implement explicit resource management (#7322)
**Description:**

 - Add `UsingDecl`.
 - Add `UsingDecl` to `Decl`.
 - Rename `VarDeclOrPat` to `ForHead`.
 - Add `UsingDecl` to `ForHead`.
 - Implement parser for using declarations.
