SSO-444 Improve agencies page performance (#6125)
Agency search is now faster.
This adds a rudimentary data generator, which can populate
the DB with agencies and consortiums, but which will need some
work before it is done. But that work seems bit tangential
to the ticket so I think it can happen elsewhere
