Bump lower bound on base to 4.6
Closes #186
Honestly, it wouldn't be too difficult to get postgresql-simple to
work with the bases distributed with GHC 7.0 and later, but,
this is even easier. And honestly, I am quickly losing interest in
GHC 7.6, not least because of threadWaitReadSTM and SomeAsyncException
