launcher revealing tweaks

- don't hide the launcher when dragged over the minimize-app-distance. - change minimize-app-distance to be 2 * launcher.width to make it work better on the tablet again . Fixes: https://bugs.launchpad.net/bugs/1193070. Approved by PS Jenkins bot, Daniel d'Andrada.
