### `++not`

Binary NOT

Computes the bit-wise logical NOT of the bottom `b` blocks of size `a`
of `c`.

Accepts
-------

`a` is a block size (see `++bloq`).

`b` is an atom.

`c` is an atom.

Produces
--------

An atom.
