vere: track pending forward packets
Store them in ames.c state as a doubly linked list. This allows us to clean up not-yet-forwarded packets on-exit gracefully, rather than just letting them disappear into the void. We could probably get away with a singly linked list instead, but then we would need to depend on scry responses being given in request-order.
