When we receive a watch-nack on a versioned subscription, we attempt to
resubscribe on an unversioned path. However, if we receive an unversioned
subscription request for which we are not compatible, we hold the
subscription open and never send any facts on unversioned subscriptions.
As the check for unversioned compatiblility occurs before retrieving the
initial-watch, subscriptions which are supposed to nack never do. Fixed
by moving the conditional.

If arvo indicates it needs a newer runtime to apply an upgrade, we now
display a persistent notification on the notifications screen and
turn the base hash background yellow.
This also gives a yellow notification dot, but it's overridden by the
blue one if there are regular notifications too.

Four changes:
- implement +validate-u to allow %u requests over the network
- make +validate-x use our local marks to make %x requests generally
work over the network
- in +start-request, if a foreign ship is making a request that we
shouldn't send over the network, ignore it. This closes a DOS vector.
- in +duce, if we're about to make a request to a foreign ship which
they won't be able to answer, crash the event.
Combined, these fix many of the common cases of weirdness around foreign
clay requests. Notably absent is a fix for reading `%a` across the
network, which I still maintain should happen against the foreign
hoon/zuse.

VirtualScroller: fix race condition in ref deletion
...
A callback ref is called after the component is mounted, but before the
component is unmounted. However, we might still be adjusting scroll
position based on a component that is going to be remounted. Previously,
we delayed the deletion until the next tick with setTimeout. With the
faster ordered map implementation, the component may be remounted
before the next tick, leading to the deletion of a ref that is still
mounted. To work around this, we store a set of 'orphans' and clear the
map of orphans on an interval, and only clear the map if we are not
currently adjusting our scroll position. Also includes fixes for jumpy
scroll behaviour on initial mount.

Before this change, signatures were verified according to the owners at
the beginning of batch, which is wrong. Now we do it per wrap, but this
is *also* wrong because they should actually be verified per tx, in case
the owner changes within a wrap.
Also introduces the roll/wrap terminology.

interface: new BigIntOrderedMap
...
New ordered map implementation that is faster and more space
efficient. Stores the map and keys as a flat POJO, sorting them upon
iteration. The sorting cost is only typically paid once per render
however as the sorted array is cached until the map is mutated. This
implementation appears to play nicer with immer's structural sharing,
reducing the incidence of 'props are equal by value, but not by
reference'.

Even if overflow is hidden, certain mobile browsers may interpret a
scroll event to be on the document root, leading to strange and
inconsistent scrolling behaviours. Addresses this by adding
touch-action: none, which explicitly instructs browers to ignore this
element in scroll calculations.

Hoon files may want to import nouns from all files in a given directory.
/~ lets you do so, importing as a (map @ta *) (but with typed values).
Note the description as "directories" here, instead of "path prefix".
The behavior, as implemented, will not include /path/hoon for /~ /path,
instead only including /path/more/hoon and more deeply nested files.
This seems to be, generally, the behavior you want, for example when
importing from /app/myapp/* for /app/myapp/hoon.
Actually using the resulting map requires some manual casting, which is
not ideal. Some code style improvement work remains to be done as well.

Makes the thread return a simple boolean; almost as simple as just
returning %.y or %.n.
gcpManager now stores whether GCP is configured as a private variable.
Also fixes some type errors in gcp.

Typescript as of 3.7 understands null coalescing (??), but nullish
assignment (??=) is not available until 4.0.
This broke `npm run tsc`, preventing other type errors from showing up.

Invite: fix stale props in inviteAccept callback
...
Now that the store is immutable, callbacks that close over props will
see stale props because the reference is captured at instantiation. This
was not an issue previously, because the references would be directly
mutated. To remedy this, useRunIO has been added, which takes an async
function to run for the actual network processing, and a second
callback, which is able to see fresh props because it is not
instantiated until the async callback has resolved successfully.
Importantly, useRunIO does not resolve until the second callback has
finished, preserving the semantics of the callback for Formik handlers
and the like.

Mainnet is currently experiencing undue load due to a watch-kick loop.
If the watch is unsupported, it will be kicked due to a mark mismatch,
which will be interpreted by the unversioned hooks as a network pressure
kick, prompting a resub and continuing the loop. Instead, we now no-op
on unversioned, unsupported watches, waiting for the subscriber to
rewatch after it processes the versioning OTA. This will silently break
groups for the subscriber until the reach the latest OTA, but is
preferable to nacking, and kicking them permanently

In +en-json, the vast majority of our time is in +jesc (json string
escaping). Since ships will always be string-safe, we pretend they're
numbers to bypass the escaper. This saves about a second on initial
landscape load.

We commonly print many names in a row, often the same ones. For
example, on landscape's initial load, we send all the members of all the
groups we're in, and there's substantial overlap.
At least half the cost is in +fein, which is not currently jetted, but I
believe there's an old jet in the git history.

/lib/test goes without a dedicated maintainer for now.
Additionally, #4463 and follow-up work sees me taking charge of the terminal

mark has been created. graph-store now consumes and produces
